iPhone 3GS unable to activate after updated to iOS 6.1.3

my iphone 3gs had lower version of iOS and i wasnt able to download watsapp. during downloading its says update iOS 4.3 and i did connect my phone with iTunes. and i did fully update with 6.1.3 version.

now I not able to activate my iPhone3GS after updated to ios6.1.3. The message said the activation server is unavailable but it has been unavailable for more than 24hours. It's abnormal, please help. Thank you!

i need the permanent solution because i saw a lot of cideos to jailbreak but i really wont do that.

plz help me what should i do? my iphone 3gs was accidentaly upgrade to ios 6.1.3 and it cant read any sim card or connect it to the itunes for restoring the last ios, what would be my best move in order to use again my iphone?

What if the iphone is not open line anymore? I mean at first it's open line and I can use Globe Sim Card which is here in the Philippines. Because my iphone didn't came here, I think it came from Seattle. They bought it there then gave it to me.. how can I activate it using my Globe Sim Card? 😟
