I need to access a pdf file with a map on a bike trip where they will not be wifi or cellular service. Are there any apps I can use that don't require services?

If you need to read text in the PDF, then I would recommend GoodReader, as it can reflow text in a PDF file.
However, is all you are going to do is view a map, essentially a picture, then iBooks from Apple will do the job. You transfer the PDF via iTunes -> Your-iPhone-Device -> Books tab
iBooks will store pdf's for offline viewing.
