Overcapacity of "other" data during iTunes sync

I recently connected by iPhone4S to iTunes for a sync. I noted that iTunes couldn't complete the sync due to "overcapacity" of the "other" data catagory. I checked all applications and found nothing unusual. The other data shows 21.4Gb and I have no idea where this came from. I've experienced no problems using either device or any apps therein. Hoping someone has seen this before and has a fix. Thanks for reading!

I connected my 5s via USB, unchecked "Automatically sync when this iPhone is connected" and "Sync with this iPhone over Wifi" and clicked Apply. My usage bar immediately reset itself to what I expected - no more 99% 'Other' and way over capacity. I did a manual sync, rechecked the above boxes, clicked to Apply those changes and all is well. Problem solved with no restore necessary.

I am showing 14.08GB in "Other" on my iPhone 6 Plus. I have tried doing all of the steps that I have read in regards to this issue. Still no change. I have restored from a backup, restored as new, and even called Apple. Am I better off deleting APP by APP to see what is wrong? Any answers or tips at this point will be greatly appreciated. Thanks!
