Why does Messages still send my txt via SMS when I have the "send as SMS" option turned off?

This applies when sending an iMessage to an iPhone user if the iMessage service is not available on either end for whatever reason only.
The "send as SMS" option being turned off does not prevent sending an SMS to a non-iPhone user.
I can't find official documentation that states that the "send as SMS" option only applies to sending to iphone users.

There is no option to turn SMS completely off on an iPhone. There is an option to turn MMS off, but not SMS.
Under the Send as SMS option, the following is available:
Send as SMS when iMessage is unavailable. Carrier messaging rates may apply.
You should check available text below an option such as this so you know what it does.
I think you're missing the point, people take that statement to mean that once the "send as SMS" option is turned off, the phone should not be sending SMS messages.
But you're saying you have this other piece of information that tells you that this option only applies to two iphones exchanging txt. Where did you obtain such information?

If people take "Send as SMS" being turned off as the iPhone shoiuld not be sending SMS messages without reading this text that is included below the option:

When addressing a message to a cell phone number that is not an iPhone user, the send button for the message is green and the background for the text to be sent is green, which means SMS.
When addressing a message to a cell phone number that is an iPhone user, the send button for the message is blue and the background for the text to be sent is blue, which means iMessage. If an iMessage cannot be sent or is unavailable for whatever reason and you have "Send as SMS" enabled for iMessage, the text will be sent as an SMS. If "Send as SMS" is not enabled for iMessage and the iMessage cannot be sent or is unavailable for whatever reason, the message will not be delivered with a red indicator on the message indicating it was not sent.
