I have had the same issue for about 4 months now... I put in my payment info on an iTunes card so I could buy things on my phone but soon after the balance hit zero, I have not been able to download any apps whatsoever.. I also can’t update my apps. I believe I have an unpaid balance because even after there was no money left in the card.. it allowed me to buy something else one more time. After that, I’ve been having problems. I don’t know if that could be any help for your situation but I’m in the same one and this is the result from it
Thank you guys, But this didnt help me.
I already have an Apple ID, All i need is how to download free apps without entering my credit card.
Also without creating a new apple ID.
How to Get Apps From the App Store Without a Credit Card

Creating an iTunes Store, App Store, iBookstore, and Mac App Store account without a credit card
http://support.apple.com/kb/ht2534
If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Click the "down arrow" next to your name at the top right side of the page and click "Account." Enter your username and password and click "View Account" to log into your account information. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.
 Cheers, Tom 😉
This worked for me:

I spoke with Apple Tech Support... Here was the solution I was given...
- Go to Redeem under the Quick Links on the right-hand side
- Go through the screens, accepting the EULA, etc. You will get to a Review Payment screen, similar to the one you saw before, but it will have a None button.
- I was able to leave [the credit card field] blank and still successfully get the account set up...
NOTE: I edited the original post for clarity and brevity.
When you have a card on an account it has to be valid and accepted by iTunes, whatever you are downloading. You could either replace it with a valid card, or se if you can remove it : Change or remove your Apple ID payment information in the iTunes Store - Apple Support
HELLO FRIENDS,
I HAD THE SAME PROBLEM, WHENEVER I TRIED TO LOGIN IT ASKS FOR PAYMENT DETAIL , THERE WAS NO OPTION AS " NONE". I WAS USING THE DIFFERENT EMAIL. I THINK SOLUTION IS USE THE SAME EMAIL WHICH YOU USED TO START THE IPAD IF YOU DO NOT REMEBER RESET THE IPAD AND USE ONLY ONE MAIL ID FOR ALL. IT WILL WORK. AS IT WORKED TO ME.
THANKS
No probleom guys i solved it.
I spoke with Apple Tech Support and they guided me through this. I was trying to get the App Store working on a new iPad mini using a new, but existing Apple ID. To get it to work, I had to go onto iTunes on my main computer (not on the iPad). I had been trying to use the Sign In button, and I was having the issue of being "forced" to enter a credit card, which I did not want to do. Here was the solution I was given, which worked for me.
The "None" button is NOT displayed if you didn't buy an Apple product.
In other words, Apple needs to know WHO IS USING that phone, despite all privacy claims made.
I'm trying to add apps to an used phone my brother will use in Argentina, and he doesn't have a Card.
The ONLY way to allow it is SOMEHOW ME being responsible for whatever HE does with the phone.
E.g. I have to enter MY credit card info to "allow" the Apple ID to be used, then select "none".
So please, somebody in Apple say the things as they are. Steering us into the same swirl will just funnel us into a pressure stream nobody wants.
Please forum bugs don't even answer to this. This is not intended to you, and I KNOW there are channels to "tell apple" what I think.
BUT ALSO KNOW this information IS VERY USEFUL: It's not possible. Pass it on, or ask for a different question, like: Where in the terms I just accepted said that privacy is not possible as advertised?
If it's a new account and if you didn't use these instructions to create it : Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Support
you won't potentially get the 'none' option until you've entered valid payment details
Please follw this instructions. This helped me sign in without entering a credit card

UPDATE:
When I went to the apple Store to return the gifcard or get it credited to the "unverified" account, I went through the process to let it ready for the "Account Setup" guy:
The first time I entered the giftcard: it said "A credit card is required blah blah blah, NO "none" button.
I re-submited the same thing, under the risk of being called crazy by trying the same thing expecting a different result, and THE "NONE" BUTTON APPEARED.
When I tried it at home I DID try it twice, (I like to be sure so when I write here I can do it with authority feeling 🙂 )
The difference with the time I did it from home must be the wifi. Theirs must be "allowed" because they assume you were there, to give your full info, and even if you paid cash and lied about all your info (I never did, but I bet they ask you for an ID), they'd get your face in all the security cameras, and but at home (and using proxies as I do) it WONT allow it.
So there is your solution:
Go to the AppleStore and add the gifcard to your account while physically there, using their wifi.
It's a shame because people who don't have a Card, like my brother, lives in remote places too, where the closest AppleStore is two hours away.
Good luck everyone.
