The only way to track a phone is with Find My iPhone. As you've stated you don't have that installed, there is NO way to track it. Sorry.

The only way to find a lost iOS device is to use the Find my iPhone app or www.icloud.com. For this to work, you have to enable this feature on the lost device prior to loss. If you didn't do this, there is no way to find it. Neither Apple nor your carrier will find it for you.

Cars have serial numbers, too. They're called a Vehicle Identification Number (VIN). That still doesn't mean that the manufacturers have the infrastructure in place to track them. You can get systems for your car that enable you to track them (e.g. Lojack). Should you fail to take that step, you can't track your car.

Apple sells you a product. They have no responsibility for what you do with it afterwards.

Actually, Apple, apparently, does have the ability to track any iOS device, anywhere in the world. They have been working with the NYPD to help catch thieves of iOS devices. Whether a pilot program or test is unknown. What is known is that the NYPD furnishes Apple with IMEI nimbers of stolen iOS devices. Apple then tells the NYPD where these devices are located...even if the carrier has been switched or the device taken out of the country. The NYPD has made arrests, using this info, outside of the country.

Again, whether a pilot program or test is unknown. It is also unknown if Apple is working with any other police dept. anywhere else.

Apple only furnishes this data to the NYPD & neither Apple nor the NYPD is saying whether this is a test. AFAIK, Apple is not working with any other police dept. What this will lead to, if anything, is unknown. Apparently only works with devices that have IMEI numbers.
