I don't like to leave my wifi on 24 hours a day. However, my wife thinks her iPAD will only charge if she is actually connected to the internet through wifi or a network like Verizon, etc. Is that correct or is there a way to charge the iPAD without activating either wifi or a network?

Being connected to WiFi or a cell network has nothing to do with charging. The iPad will charge when connected to the charger or an appropriate USB port regardless of whether the iPad is connected to a network of any type, or even has ever had such a network connection set up.
