I don't like to leave my wifi on 24 hours a day. However, my wife thinks her iPAD will only charge if she is actually connected to the internet through wifi or a network like Verizon, etc. Is that correct or is there a way to charge the iPAD without activating either wifi or a network?
Being connected to WiFi or a cell network has nothing to do with charging. The iPad will charge when connected to the charger or an appropriate USB port regardless of whether the iPad is connected to a network of any type, or even has ever had such a network connection set up.

Follow-up question. My wife has Verizon and every time we go to charge her iPAD it automatically connects to Verizon if the WIFI is off. Is there anyway to stop that from happening if all we want to do is charge the iPAD?
Yes it will charge with your white power cable, but will not backup to iCloud without a WiFi connection while charging.
You could put it into "airplane" mode.

Or you can turn off Cellular Data, if you just want to stop it connecting to Verizon.
