iOS Certificate Pending Generation

So I'm completely new to the iOS Developer Program and am trying to get a certificate so I can test my app on my iPhone. I followed the steps I found in the App Distribution Guide and requested for a new certificate in XCode. When I did this, it didn't complete the whole process, instead, in the Certificates, Identifiers & Profiles page in Member Center, it says that my certificate is pending generation. What does this mean? I'm sorry, but I'm completely new to this and have no idea what is going on.

I was having trouble with Xcode complaining that I did not have the private key for my certificates even though I followed all the instructions (First time user).

The only recommendation I saw was to delete the certificates and start again with XCode generating them.

I did this on April 21st and immediately got my iOS Development certificate, but I had also deleted the Distribution Certificate (note I had not yet managed to run the program on my own iPad so nothing was distributed). It is now 9 days later and the Distribution Certificate is still Pending.

Maybe I have done something wrong? Or? What can I do to fix this? Any help would be appreciated.
