how can i download the icloud plugin app

Internet Explorer will automatically prompt you to install it if you are trying to do any of the following (from the article you were reading - http://support.apple.com/kb/TS4022):
- Adding or editing a contact photo
- Adding or editing your account's photo
- Dragging and dropping attachments when composing an email message
- Dragging and dropping attachments when creating a calendar event
- Dragging and dropping files to icloud.com/iwork
At least it did in my case.
