Today and WWDC Apple announced that iOS 7 will be for 5G iPod touch, iPad 2 and iPhone 4 and later
free of charge, correct?

Yes, no charge for iOS 7. Because of accounting method used, Apple only charged for the 3.1.3 update for the 1G iPod.
