I have an iPhone 3gs and i just updated my iPhone to iOS 6.1.3 but during the configuration i am not able to activate my iPhone,
it say "Could Not Activate iPhone" What should i do?
please help.

Yes it was jailbroken on iOs 4.1.2 and then i updated it to iOS 6.1.3.
What should i do now to activate my iPhone?

You cannot get help here for jailbroken/hacked phones. You will have to go elsewhere.
