My iPhone 5 is completely wiped, and there isn't a history of my latest backup listed in iTunes, however, I can see a backup on my computer....how can i restore my iPhone with my backup that isn't listed in iTunes?

You need iTunes 12.5 or higher to sync with a device running iOS 9 or higher.

Big headache resolved. Now, to resolve the rest of life's headaches...
that is the issue. there isn't a file named info.plist in the older back up
