App Store Problem 'Payment Declined' (big problem)

I have an iPad 3, which is updated to 6.1.3 (I have heard there is 6.1.4 but it will not update me, tells me it's all up to date when I try)


Saturday night, I went to update my apps and a notification came up saying 'Tap Continue and sign in to view billing information'. So I signed in and then another box popped up with payment details.


In red at the top, I get this message:


'There is a billing problem with a previous purchase. Please update your payment method'.


This is odd for two reasons:


1) I haven't actually purchased anything in a long time, and I know for a fact that the app store and itunes do not allow you to buy things unless funds are present in your account. The only thing I've downloaded are free samples of a couple iBooks.


2) I am putting in the correct payment details in an attempt to fix the problem, yet it is still declining it (it just says 'your payment method was declined', but it isn't giving any more information.


I cannot update any apps or even download free apps. My iPad is effectively frozen to anything new and I don't understand why. As I say: nothing has been purchased on this iPad or on my computer in a long while, and those things I have bought before are of course already paid for.


This is very concerning. What is going on? I can't find anything specifically related to my problem anywhere.


I would appreciate responses from people who know the answer: conjecture sadly won't help much here!

I have the exact same problem as you right now except it's with dropbox.

The App Store won't let me download or update anything. I did a payment with a MasterCard and it's telling me the exact same thing as you and I can't download anything.

So if you got the answer PLEASE let me know asap ! ;)

So it won’t let me download or update anything like when i go to update my apps it says payment declined but all of them are free and it only lets me update and download apps when there’s money on the card by the way it’s a debit card so what can i do to be able to download free apps regardless of when the card gets money on it and doesn’t have money on it?

iOS 6.1.4 is for the iPhone 5 only, so your iPad is up-to-date if it's on 6.1.3


Does anything show on your purchase history e.g. if you log into your account on your computer's iTunes via the Store > View Account menu option you should then see a Purchase History section with a 'see all' link to the right of it, click on that and you should then see a list of your purchases.


In terms of the card, what sort of card is it ? If it's a debit card then I don' think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of other posts about them being declined.


If it is a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page


You could also use that link to see if iTunes Support can see why you are getting the 'problem with a previous purchase' message.

I use a Visa Debit card. I've been using it since approximately November last year (and before that I had a NatWest debit card). I last made an in-app purchase at the end of May (shown up as already paid for on my bank statement) for about £4. I don't have a credit card.


I did look at my purchases list but there's nothing new or paid on there (99% of the time I opt for the free apps anyway).


I can't even remove my payment option: it's forcing me to put details in in order to accept the change.

If you don't have a credit card then you might be able to use iTunes gift cards instead - that's what I currently use for purchases. You might be getting the 'billing problem' message due to it being a debit card, which as I said I don't think are still accepted - you might want to contact iTunes Support via the link that I gave to confirm one way or the other if that is the case.

I just spoke to someone at the chat support and it turns out I do have an unpaid purchase. It was a purchase I actually bought a fortnight ago, but it took until a day ago to try and take the money out.


It's disgusting. The money's not there now and my bank will charge me for the failed payment. Unacceptable!

I am on week two as new to apple and I just ran into this same problem. It took them a few days to clear the account and ever since then I have not been able to update any apps or download anything free or anything I had previously downloaded free or paid from the app store. Everything appears as in the cloud and on my account but I cannot store it on my phone, 5S by the way. I have been a long time android user and this has never happened in the many years as an android user. If apps are free, I don't see why it would have anything to do with the credit card on file. Yes, updating the credit card information fixed the problem but why do you need to have a valid credit card on file for free apps. This is even happening with apps that do not have in app purchases. Strike 2 for apple, I still have a few more days to return to the store and exhange the phone no questions asked.

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.


What are you trying to use as your payment method ? If a debit card then they are no longer accepted in all countries. If it's a credit card then is it registered to exactly the same name and address as on your iTunes account and it was issued by a bank in the country where you and iTunes account are ? Have you got a different card that you could try ?

I can still use my VISA debit card for the app store.



The available payment methods vary by country, but you can typically use these methods:

  • Credit cards
  • iTunes Cards
  • iTunes Store gift certificates
  • Content codes
  • Store credit (including Allowance Account balances)
  • ClickandBuy
  • PayEase
  • PayPal


You may be able to use other payment types in your country, like debit and Maestro cards.
