App Store Problem 'Payment Declined' (big problem)

I have an iPad 3, which is updated to 6.1.3 (I have heard there is 6.1.4 but it will not update me, tells me it's all up to date when I try)


Saturday night, I went to update my apps and a notification came up saying 'Tap Continue and sign in to view billing information'. So I signed in and then another box popped up with payment details.


In red at the top, I get this message:


'There is a billing problem with a previous purchase. Please update your payment method'.


This is odd for two reasons:


1) I haven't actually purchased anything in a long time, and I know for a fact that the app store and itunes do not allow you to buy things unless funds are present in your account. The only thing I've downloaded are free samples of a couple iBooks.


2) I am putting in the correct payment details in an attempt to fix the problem, yet it is still declining it (it just says 'your payment method was declined', but it isn't giving any more information.


I cannot update any apps or even download free apps. My iPad is effectively frozen to anything new and I don't understand why. As I say: nothing has been purchased on this iPad or on my computer in a long while, and those things I have bought before are of course already paid for.


This is very concerning. What is going on? I can't find anything specifically related to my problem anywhere.


I would appreciate responses from people who know the answer: conjecture sadly won't help much here!

I have the exact same problem as you right now except it's with dropbox.

The App Store won't let me download or update anything. I did a payment with a MasterCard and it's telling me the exact same thing as you and I can't download anything.

So if you got the answer PLEASE let me know asap ! ;)

Yes I read what I copied.


But you said, "What are you trying to use as your payment method ? If a debit card then they are no longer accepted in all countries." Just thought of pointing it out for other users that debit cards may still be used. Not trying to argue here. Just letting everyone know that I'm still able to use my VISA debit card for app store purchases. ℹ

Adixon1210, I had the same exact problem however but when i tried to update my billing information, when it comes under the "state" tab. I cant seem to fill that information up as it only requires two letters. I'm not from US. This has happened to me but it got fix for some unknown reason.


APPLE, please fix this ASAP because its getting really annoying having to be asked to update my billing information when I want to update or download something "FREE". On a side note, I realize it ONLY happens when my cash in the bank is low. Is that the cause mabye?

You say no one at Apple reads these posts? I've been on dozens of posts now different ways of trying to solve the same problem, and it seems in one or two cases this issue gets resolved, but unfortunately for most people buying an iPad or other apple product has been an expensive ,frustrating headache. This is a serious problem that needs resolving and maybe some one at Apple should read these posts and give us answers that work. For me and my family we now inform everyone we know about this issue and to buy android products instead,you CAN download free apps for free from them.

sorry you get the rant, this is just my last effort to find an answer before I get so angry and sell my iPad.

What is/isn't accepted by the iTunes validation can change over time. Are iTunes gift cards available in your country ? If they are you could potentially use them as your payment method.


Or to be able to download free items (including redownloading past purchases and app updates) see if you get the 'none' option so that you can remove the card : Change or remove your Apple ID payment information - Apple Support

I was having the same problem too and I think it was because I have an unpaid purchase. I was using a visa gift card to buy some apps and I accidentally bought something over my limit and sooner or later it asked me to fill in my billing information, but it kepted declining it and now it won't let me purchase anything. I was wondering if I could use a MasterCard gift card instead of a Visa Gift Card to put it in as the billing information sinced it asked me to fill in the bill info to purchase anything. I saw on my Visa card a bunch of post transactions from Apple and I don't know if it's Apple or my card and I need help with the bill declining problem everyone is having. Can u please help me?

Prepaid cards tend not to be accepted by the iTunes validation, part of the validation is that the card is registered to the same name and address as on your iTunes account (and have been issued by a bank in your country, and which is therefore the country on your iTunes account) - which prepaid cards won't be. Do you have a proper card that you could try ?
