I purchased a windows surface and attempted to download itunes to the pc, however it states that it is not compatible. I went into the windows store and purchased the app but it will not download. What do I need to do to make it compatible so I can download music?
Do you have a Surface RT or a Surface Pro? The RT is only able to install applications from the Windows Store. iTunes is only available on the Pro.

Whatever you purchased was definitely not iTunes. iTunes for Windows is a free program that is only downloadable from the Apple website and requires an Intel or AMD processor. Surface RT tablets have ARM processors, and will not run traditional third-party applications like iTunes.
I was considering getting a Surface 3-with 128gb (for that extra space) I would like to know if I would be able to download quicktime on it. Not the surface 3 Pro-just the regular Surface 3.
And also with the surface 3 could you download another browser-or are you stuck with what comes with it.
It has regular windows 8.1 64 bit.

The Surface 3 runs a full version of Windows, so you would be able to download iTunes and Quicktime. As far as a secondary browser, I suggest you check with Microsoft on that, but again, since it is running a full version of Window, you should be able to.
