I suspended my service since im in a place i cant use my phone. I am not able to Imessage it seems anymore. Is there a solution to this

I had Imessage working when I first got here. Im deployed right now. Then all of a sudden it stopped working 2 days ago. I dont know if I should factory reset the phone. It says waiting for activation and I pressed sign into with apple ID and my number is greyed out and keeps saying waiting for activation.
Well to activate imessage you need to be able to send/ receive activation SMS. If imessage was turne doff and then you suspended you phone service then you can't send/receive SMS so you can't activate imessage until you get your phone service back. Once back you can activate imessage and you could then leave it on an dsuspend the phone service again and use imessage over wifi only
Well like I said to activate it the phone needs to be able to send/receive SMS texts and if you do not have a phones service with a carrier then that aint gonna happen so you will be waiting for activation for a very long time or at least until you commence the phone service plan again with a carrier and have a text plan with them.
Unsuspend your service.
(What do you mean by suspend your service? Turned off wifi?)
Just suspended my phone service I still am able to use wifi where I am.
