Why doesn't momentum scrolling work on Safari on my iphone?

Momentum / Intertial scrolling works everywhere else on my iPhone, but not in Safari. I can scroll, but pages move at a fixed rate and only scroll as far as I swipe my finger.

iPhone 5, iOS 6.1.4

Four years later, if anyone is looking for an answer to this, it is by design. Momentum scrolling is great while going through stuff like photo library or settings or messages, but does not apply well in a browser where there is lot of readable content. Also, you'd rather want the less % of page to scroll if you are reading or going through different sections in a page. I know it does not fit all cases, but personally I am happy they did the browser differently, it is thoughtful.
