Odd response from ATT rep

Good afternoon. My wife is bringing her iPhone 5 to Japan to use the camera and we thought for connecting to her sister's home wifi there to facetime me once in a while. While talking to ATT just now about another matter I brought this up and the ATT rep told me that even if we have data roaming off, cellular data off, airplane mode on and wifi on and she tries to facetime or use the internet on her sister's home wifi that we will incur ATT data charges. Does that sound right?

Mac OS X (10.6.8), iPhone 5 iOS 6.1.3

That does not sound right, WiFi does not go through the cellular service provider.

You might try calling and talking to another AT&T person and see what answer you get, or stop at an AT&T store and see what they say.
