How can I connect a external hard drive to ipad

You can't.
USB drives can only be used to import pictures in a very specific format.
There are however wireless Hard drives that work with iPad.
iOS will not recognize file systems on a hard drive.
It will only look for a DCIM folder on the root of the drive and see certain files(jpegs,mp4s) that follow a 10 character naming convention.
