I have a 1st Gen. ipod touch and want to use it for nothing but music and radio. Where can I find older versions of iheart and Tunein apps for ios 4.2 that aren't in my library?

You need to reload a compatible version of them from elsewhere on your computer or backups if you ever had one; they are no longer available from the iTunes Store.
If you're actually using a first generation iPod touch, its maximum iOS version is 3.1.3 and not 4.2.1.

You cannot find older versions.
Unless you have them stored on your computer or backup copy of your computer.
Good News. Looks like you have at least an iPod Touch 2. If you have any volume control buttons on the side it is definitally not a gen 1.
As far as apps go, look for alternative compatible apps. For that device there are still over 60,000 available that I counted.

The App Store has an App called VintApps 3.1.3 for .99, that is a finder for old versions of Apps. The apps it lists are specifically geared toward IOS 3.1.3 or earlier, but you may be able to find what you are looking for on it, and, in theory, they should also run on 4.2.1.
