Why won't my laptop download iTunes setup?

When I click the "download iTunes" button on the Apple website, the file pops up as it's supposed to and prompts me to pick a place to download to, but once I click ok it doesn't actually download. I've tried saving it both to my "downloads" folder and to my desktop, and both did the same thing. I have a Toshiba laptop running Windows 8. Can someone help? I just want my music on my new laptop, man. :C
