Wrench Icon Has Gone Missing (Was There Yesterday); Need to Deinterlace File on Output

Is there another way to change settings? I need to change from interlaced to progressive on output. Difficult to find how to change settings. Am missing the wrench icon (was there recently and I did the change I needed), and the double-arrow icon for the upper center panel. Is this a matter of deleting preferences? If so, what's the path for that? Thanks.
