When I ask Siri to make a phone call it tells me it is not permitted to do so. I cannot understand why?

Siri will not call your contacts if FaceTime is turned off. To turn on Facetime, go to Settings > FaceTime and then select the toggle to ON.

If my previous tip had not worked, the alternative is to make sure FaceTime is enabled under Settings > General > Restrictions. If Restrictions are Enabled, FaceTime must be toggled to ON.
