Shutting down does not stop people from getting in. They can simply tunr it back on.
As Axeman suggests you'll want to add a Passcode to it for that purpose.
If you really want to shutdown the iPad, Hold down on the Power button at the top of the iPad, until the "Slide to Shutdown" sldier appears on screen, and then slide it to shut it down.
This will completely turn off the iPad.
