"iMessage needs to be enabled to send this message?

If you have Imessage enabled and facing this issue then:
Go to messages > Send & Receive > "Start new conversation from" select email here not phone number. Thats it! now delete the old conversation and start new conversation, now if you turn your wifi off it will fall back to sms and when u turn wifi on will send it as imessage.

I can't even send texts to iPads because it is green!!!

If you have changed your Apple ID password and then it says this go to settings messages and there it will something like sign into Apple ID in blue writing sign in and you should be good

Many of us don’t want to enable I message on the iPhone because then the messages go to our iPads rather than our phones.
