Perhaps you should ask on a Blackberry Support forum, as the problem seems to be with your Blackberry?
no problem with my blackberry bcos i am using wifii in my home n in cafe or resto and another public area its can connect well but with personal hot spot iphone 4s it cany work well
Clearly there is a problem with your Blackberry. You said your iPad, your iPad mini and your Android all work - the only one that doesn't is your Blackberry.
As the only device that doesn't work is your Blackberry, that logically suggests the problem is with your Blackberry.
If the problem was with the iPhone 4S providing the hotspot, none of the other devices would work either, would they?
i hear the issue that ios 6.1.3 have problem with wifii and service center in my country the bug include personal hot spot. and my opini the bug is personal hot spot not perfect
Personal hotspot is also provided by your carrier, did you ask them about known problems connecting your other phone to your iPhone ?
i can say that bcos when my sim card i move to my android it can tethering well with my blackberry

While devices are connected to Personal Hotspot, the status bar will be blue and will indicate the number of connected users. The maximum number of supported connections may vary depending on your carrier or iPhone model.
You cannot use your Wi-Fi connection for Internet connectivity while other devices are using Wi-Fi for Personal Hotspot. You can share only a cellular data connection; you cannot share a Wi-Fi connection.

If you can pair und use iDevices and an Android to your hotspot and only the Backberry does not work, the problem must be on the BB side. Maybe you should check the BB forum or something similar to find out if you are the only one having this problem and if there is a know solution to it.
