My ipad 4's got stolen and i want to know how should i search for it using icloud or tracking system anything like that.

Did you install Find My iPad and configure on iCloud prior to the lose?
if you did, login into iCloud and search for it.
If not, you can't.

Change account passwords. Call your local police and report the theft. Go shopping for a new iPad.
A knowledgable thief can defeat the 'find my' app in a matter of minutes. So while it can be good for remembering where you set your device down at, doesn't work so well if there's malicious intent.
make the police report, safeguard your accounts by changing passwords and write it off.
