Yes, but it requires downloading and installing Glims. It's a Safari add on and it's free.

The settings can be accessed in Safari > Preferences > Glims after it's installed.
Selectz: Tabs Misc. on the left then click the pop up menu next to; Position new tab
Select: At the left of the current tab

I was googling and found that someone came up with a bunch of code but I was hoping to find something from within Safari itself.
I submitted Enhancement request:open the NEW TAB to the left of the current Tab instead of the Right
I hope I can find it in the coming update.
