I have tried EVERYTHING listed and nothing has worked. I have an iphone 4 software version 6.1.3 Any more suggestions?

Nothing is working to resolve this. Once in a while I may get a message but nothing goes thru. Does not matter if I am connected to WiFi or 3G.

iPhone 4, iOS 6.1.3
