Does airport express the portable "mini router" has sim card slot?

I have an ipod Touch 4th generation and recently I have bought a new ipod touch 5th generation. Mainly i use these devices to listen to my songs etc. But couple of days back my phone which is an android phone got broken and now i cannot use teethering to connect my ipod's via wirelessly.

I heard about "Airport Express/ Extreme" , but not sure rather confused how can they be portable mini routers? ...do they have sim card slots? and how much do they cost in India?
