I want to do the following. if I want music on my Apple TV, I have to leave on my PC with itunes. now I want all my music put my time capsule and use it as a server. with my apple ID for airplay. is this possible?

The Time Caspule is not a media server. It is designed to store Time Machine backup files.
It is possible to move the iTunes Media Folder to the Time Capsule, but you will still have to have iTunes running on your PC.

that was not the answer I was hoping for. my PC is to be replaced, and since I want to get an ipad. is possible to connect the time capsule hard drive to an ipad?(So he is the source for airplay)

Yes, you can get the iPad or iPhone to play iTunes library songs, programs etc on a TC. It is how I use mine.
Basically, get your iTunes library onto the Time Capsule in the normal way. Using an app such as File Browser (on the iTunes App Store), launch it on your iPad/iPhone and navigate to the iTunes Folder and into the iTunes Media. Choose what you want to hear or watch and off you go. Simples.
You do NOT need to have iTunes running to do any of this.
