I wanted to download ios 7 however when i saw in software update there is no update and it says that 6.1.3 is up to date, I thought that its because im in Korea and it my not reach. Is this a technical problem? Does apple give me another iphone ?

i'm not sure. maybe korea had blocked the update until they can verify it. try doing it on another computer's itunes.
That's normal. There are no further iOS updates currently available for an iPhone 4S.
iOS 6.1.4 is a bugfix specific to the iPhone 5 and offers nothing for other devices.
iOS 7 isn't available to the public and won't be until sometime from September to December.
