when ever i hold the power button, I see this 
and that is it. It only shows for a few seconds then goes blank. I let it sit on the charger for hours all day and it will not charge. My iPhone does not even respond to the charger when plugged in, it will do nothing. Just to answer those who may think i jailbroken my iPhone, I did not. This never happened before. A hard reset would fix many issues i had before.

I have also encountered this problem on my device (iPhone 4s) today.
My phone ran out of battery and when I went to charge it nothing happened. I've tried 3 different official leads and even plugging it into the computer. Whenever my device decides to respond it just shows the charging symbol (as if it is charging) yet it never turns on. I've had it on charge for hours now and nothing.
This just occurred out of the blue. Today my phone just decided to not want to charge. What do I do? It is no longer under warrenty so I can't take it to an apple store...
Yes i bought a new adapter. it would show that picture and flicker off. I took it to a phone repair shop and, the dude there said I should take it to an apple store. The ports are not the problem either.

Did you try recovery mode? See this article for instructions,
iPhone model? iOS version?
Did you reset the phone? (Press both home and power buttons for up to 1 minute, releasing when the Apple logo appears.)

Have you tried other cables? If yes, there is a hardware problem in your phone that requires repair or replacement.
I asked if you tried another cable, not "adaptor." Time to take "the dude's" advice.

I managed to solve the problem I was having! Turns out the charging unit was faulty for some reason. I paid to have it replaced an now it works fine.
