Can an XCODE app change wifi connection on Ipad without user Intervention ?

My requirement is to change to a new Wi Fi connection on Ipad that uses certificate, from Xcode app.

Certificates are available on Ipad.

No. That is something only the user can change.

Thanks, so atleast xcode app can launch setting interface, with wi fi network parameters(SSID, authentication type, certificates etc) preset to user to switch to new ipad connection ?

Enabling minimum efforts from user.
