How can I change the date format in the menu bar?

How can I change the date format in the menu bar?

I know how to go in and change the region settings and manually change the date format. It reflects the changes everywhere else except on the menu bar. If you click on the date and time in the drop down it shows it correctly, but not if you just glance up at it. I would like the format to be in d/m/y. I know that if you change the region settings it will change, but that also affects web browsing and other settings. Is there a way to modify how the date format in the menu bar?

MacBook Air (13-inch Mid 2013), OS X Mountain Lion (10.8.4)

I understand that and I have done that to begin with. But it doesn't change in the menu bar, just everwhere else. Here's a picture...

You would think that this would do it...These changes are also refelected in all apps, but not on the menu bar when you havne't clicked on the drop down.

For me Day-O wouldn't work. I couldn't get the menu to stay open at all. It would open and close within seconds. I had to Force Quit it via Activity Monitor.

I'm running this on macOS Sierra 10.12.6 on my Late 2009 iMac
