Try on the iPad:
Settings > iCloud > set Notes to yes...
On the Mac
System Preferences > iCloud > tick Notes
Of course you need to use the same APPLEid on both!

And you can confirm they use the same AppleId account?

Nothing Subtle, the accounts are the ones you have listed.
Very odd - they *should* sync as they are the same!
Can you log on to iCloud.com with the id and see if both devices are listed inder Find My Mac (needs to be enabled as well in the same control panels)

Are you creating the new Notes in the iCloud account, or are you putting them in another account, like On My Mac?
They must be in the iCloud account for them to sync on iCloud.
Nice one, forgot to check that....
On the Mac under Notes menu check the default tab to check it's pointing at the iCloud account.

When I log onto iCloud on the Mac I have an icon 'Find my iPhone' but no 'Find my Mac', even though it is ticked in System Preferences / iCloud.
When I open up iCloud on the iPad I have an icon 'Find my iPad' (which is 'ON'), but no 'Find my Mac'
Shawn - Yes - iCloud is the only account listed.
Depending on which device it will be called subtly different things, but basically Fine My ****** is the thingy.
Now it's interesting that only the iPad can see the iPad, and the Mac can only see the Mac!
Mine looks like this on the Mac:
I'm wondering if there is some subtle difference in the spellings of the Apple id, or something really weired going on!
p.s. you can also add notes via the iCloud interface - try that as well....
It has to be an iPad problem because:
If I add a note on the iPhone, it appears on the iPad and the iMac
If I add a note on the iMac it appears on the iPhone and the iMac
If I add a note on the iPad - it doesn't go anywhere - except to stay on the iPad
