The web page says:

Choose a product and we’ll connect you to an expert by phone, chat, email, and more.
Then lists All of Apple's products including the iPhone.
I just followed the TUAW pointer.
However, I have NEVER used it myself. So you will actually have to give it a go to see if it works for you.
TThis is not the live chat.
Apple didn't ever used to do live chats online. They do now, but you have to step through a bunch of choices, first. I randomly picked "issues" with an iPhone and eventually got to these choices:
