Using iphone, music downloads at 128 kbps

If I use my iphone 4 to dowload music by selecting itunes App > purchased on account > choosing an album to download, it downloads at 128 kbps. If I use iTunes on my Windows computer, it downloads at 256kbps as normal.

1) I am not referring to syncing. All music on my computer is 256kbps, was purchased at 256kbps, and I never want to see 128kbps ever.

2) On my computer, Convert higher bit rate songs to 128kbps is NOT CHECKED. I have not found a setting like this on my iphone.

3) I know how to sync using my computer and I am an advanced computer user. I have manual sync enabled and drag albums onto my iphone.

4) I have no idea how to check the bitrate using the iphone. I noticed it when I plugged it into my computer and saw the music listed. I have bitrate as a column.
