How do I sync my iPhone iTunes to my IPad?
I'm able to play and buy songs on my iPhone but not syncs these to my IPad, or purchase new music from my IPad

Ensure that you are signed in to your Apple ID that has those purchases. Once that is verified, then you can go through the process of downloading past purchases.
