You don't need a computer to download apps to your iPad.

Yes! I know that an app can be downloaded from the Apps store using the ipad, but the button to download the app is "grayed out" so the app cannot be downloaded.
Did you set any restriction
Settings>General>Restrictions>Installing Apps
There are no Restrictions set on the ipad. If I had set restrictions, I would not be able to get to the Apps store in the first place. There are other apps in the Apps store that can be downloaded (the download button is not "grayed out". The problem is that the download button for this particular App is "grayed out" , therefore the app cannot be downloaded!!
What ipad model do you have and what version of the iOS is it running?

What exactly are you downloading?
If an app, will be in one of the screens, can search for it (swipe right on the Home screen for the search screen)
If a book, will be found in the iBooks app bookshelf.
If a magazine, will be found in the Newsstand shelf.

Note also that some apps are Universal and will work on all iGadgets. However some may be set to run only on a specific type and will not install on any other. For instance, a Formula 1 app I very much enjoy on the iPhone will NOT go to the iPad, no matter what.
In the apps store in itunes, I am trying to download an app to in ipad mini. I connect the ipad to the computer and select the app to install, it shows that the app is being downloaded, but to "where" there is no evidence that the app is downloaded!
