When I open system preferences pane, then desktop and screen saver, it freezes and I get the spinning beachball

When I open system preferences pane, and then select desktop and screen saver, It says loading images and then I get the spinning beachball and it freezes. Everything else works, I can open itues, safari, and so on. I have to end up force quite and in red it says system preferences (not responding).
I have seen a post on sicussions.apple that says "Click GO in Finder whilst holding down ALT - scroll down to GO TO FOLDER.
In the box type: ~/Library. Click GO.
In PREFERENCES folder: delete: com.apple.screensaver.plist + com.apple.systempreferences.plist. "
BUT when i tried this it didnt do anything. I would appreciate any help.
