I cant delete my photo stream pictures on my Iphone 4, please help?

I tried going on my iphone and manually deleting my icloud photo stream by turning it off. Icloud gives me the option of deleting when i turn off which i do but 5 minutes later my pictures show up back on my photo stream. I tried going on Icloud.com but no where does it give me the option of going into Icloud to delete or reset my photos. I tried reading the links of trouble shooting photo stream but they are not helpful. Its fustrating and weird because 5 months ago i was able to turn off my photo stream on my photo and all the pictures would delete but now it can't. Im sure im not the only one with this issue...

As long as the photos are not older than 30 days, then they remain stored in the photo stream servers. When you turn off photo stream, that removes the photos **from the device**. When you turn photo stream back on, the photos on the servers are downloade again.

In the Photos app, inside photo stream, if you tap on a photo, it should expand to full screen. Tap anywhere on the photo if the top toolbar does not show. When shown, tap the trash can to delete the photo. That deletes it from the device **and** and from the photo stream servers.
