How what? You have an iPhone 4S. You cannot get iOS 6.1.4.
iOS 6.1.4 is a bugfix update specific to the iPhone 5 and offers nothing for other devices; therefore, it isn't possible to update to it on an iPhone 4S.

If, as your Tag states, you have an iPhone 4S... Then iOS 6.1.3 is the Current Version for it.
iOS 6.1.4 was an update Only for the iPhone 5.
