if not insured can my iphone5 screen still be replaced?

If in the US, some Apple stores have started replacing iPhone 5 screens/digitizers, but it is not "free". Damage like this is not covered by warranty. If you have AppleCare Plus, the cost will be US $49. Otherwise, you pay US $149. Outside the US, the phone is replaced. Cost is US $229.
if not insured but only had an iphone a couple of months can the screen be repaired for free?
