Unfortunately you going to have to wait a bit longer. The official release date of IOS 7 is the 18th September.
When it does come:
You can either update it by plugging your iPad mini into your PC/MAC then accessing iTunes (if the update is out, a message asking to update will pop up) or you can update directly on your iPad Mini by going to "Settings>General>Software Update"
