start with cmd-r is not working.
How old is your Mac, before 2011?
late 2009
You don't have Internet Recovery.
Reboot, at the sound of the chime hold down the option key, release it when the startup manager appears. Tell me what startup options exist please.

FYI: My BT prefs and the app itself are working fine on 10.8.5.
Same here, using a 2012 27" iMac.
I suggest that for those having this issue, it would be helpful to include what Mac model you are using in your posts here.
Maybe a pattern will emerge that will help us figure out which models might be affected.
Problem solved. I have made a install USB stick wit 10.8.5 downloaded from the app store. A new install and there is bleutooth again working.

That's great, thanks for posting back.
I shutdown my system and left it off for a minute or so and then on power on Bluetooth was functional again. Try that out and see if it helps.
I tried this first but did not work
Can you open the Console app and in the search filed on the top right corner type in "blue" and paste the log to this post? I have been asked for this before and someone would able to tell you what to do to recover Bluetooth.
Firstly I updated online then Bluetooth was Not Available on my 2009 MacBook Pro.
Tried earlier post about deleting Bluetooth Plst file but that did not work.
I downloaded 10.8.5 update onto a USB drive and started the update from there.
Once installed I pressed the stop button before the restart and waited a minute - maybe this part was for superstition 🙂
Restarted MacBook Pro and presto I have Bluetooth working again.
Thanks for previous posts.
Search around. It's not true for everybody, but it's true for a whole lot of people.
This worked for me.
1. Shut down.
2. Disconnect main power (pull the plug.)
3. Press power button and hold for 10 seconds (do this twice)
4. Reconnect main power.
5. Press power button.
When it came back on, the Bluetooth worked and my Apple Magic Mouse was happy again.
To hide the visible mach_kernel file, open Terminal & copy & paste the following into its window:
sudo chflags hidden /mach_kernel
Press return. At the prompt, enter your admin password. (This will not be shown; you have to type it blindly.) Press return. Quit Terminal.
