It is not exactly true that .ods is "Open Office format". It's a public standard, that Apple has decided to ignore. Ignoring standards = bad policy in my opinion.

were you ever able to open an ODS file with Numbers? Probably best to install OpenOffice, Libre Office, or NeoOffice. They are all free and locatable using your favorite search engine.
.ods is an Open Office format, Numbers can't open it. Get a copy of an Open Office suite (Libre Office or Open Office) and save the files in Excel format (.xls).
Let me ask one question in this regard:
Does LibreOffice, or Apache Open Office of current release build use Mavericks sandboxing?
I do not know. Probably best to check with the LibreOffice developers (or which ever plavor you choose)
