Thank you for your reply,Pennbank
I had already read all these topic. Whenever I get to the link for the Tech ID, it always give me a message:
Global Certifications Exchange is currently unavailable. We are working to resolve as soon as possible. Please try again later.
I don't know what is the problem? Server down or only myself cannot access the page for some reason?
The Link is working, I have just clicked on the link and got my tech ID I dont need (lol)
Ditto here. It was probably a momentary server glitch.
Guys.I've been stuck in this situation for almost 3-4 days. I thought it might be a server's problem , but apparently it can not be that long.
In addition, it showed me another message when I first logged in to that page.
Access for your type of Apple ID is not supported
After this, it showed me
Application Unavailable

Were are you located? The Great Firewall of China could be an impediment, if that's where you live. Pennbank appears to be in the UK and I am in Mexico and have had no issue in logging in with our regular AppleID and getting a TechID assigned automatically upon first entry.
I'm in Canada
Quite odd. Are you attempting using Safari on a Mac and clicking on the "Apple Certifications website" link that pennbank inlined in his first reply? For me, it automatically creates a session id that reflects and fills in my AppleID in the Global Certifications Exchange portal, just requiring my password to enter (and get my TechID assigned automatically the first time I logged in):
I'm using PC. I don't use mac for my daily computing. Maybe I should install a mac os and try again? But it's really awkward that apple tech ID can only be granted with mac OS
I tried on my mac with safari, same thing .

Apparently, it must be some problems related to my Apple ID.
Guys
Just let you know, the problem is my Apple ID.
It can not be assigned Apple ID for some unknown reason. I just simply applied a new Apple ID and this one works.
Anyway, thank you guys for your help.
I am having the same problem and I have applied for a new apple ID with yahoo email, still no success
Has anyone actually resolved this issue? I've gone through the suggestions listed here, even created a new apple id not tied to anything, with the same message.
is this some kind of secret pre-certification test? because if so, the nice folks on the apple support line failed it when i called them
I'm having exactly the same problem! I'm in the UK, so I'm not behind some massive firewall (not to my knowledge at least!). Anyone got any further with this?
thanks
