Sep 18, 2013 12:06 PM in response to BucknBby Dr. Malcolm,This is because of the parallax. How the background moves differently behind the app icons to provide depth. Don't believe there's an option to override.

Sep 18, 2013 12:36 PM in response to Dr. Malcolmby BucknB,I understand the parallax feature and that still shouldn't limit the range of resizing wallpaper to fit without being oversized. I've seen the parallax affect and think it is a distracting gimmick. It does nothing for the asthetics or function of the phone. Please fix wallpaper resizing to allow for shrink! Thanks.

Sep 18, 2013 1:36 PM in response to BucknBby hablondi,I don't have any answers, but came on here to ask the same question. I have a photo of my daughter as my background and now I lose half of her head and can't shrink the pic to get it back. Very annoying. Anyone have any suggestions on how to work around this?

Sep 18, 2013 1:58 PM in response to BucknBby Wayne Enterprises,Have the same issue. Have an image much larger than the resolution of the iPad, and it lags terribly when I try and shrink it with no way to select "use as lock screen".
I also had this issue in all the betas.

Sep 18, 2013 2:07 PM in response to BucknBby Edward Conde,I'm glad i am not the only one. I am going to try to resize some of my images to the ipad res and see if that does anything.. but for now no pics of my kids with limbs and extremedies cut off!

Sep 18, 2013 2:28 PM in response to BucknBby havoc64,I too am having the same problem and this may be a deal breaker. I have an IPad, I don't want all the parralax stuff, I want a full screen wallpaper centered on what I want it to be centered on. Anyone have a fix for this?
I can't Scale or move a picture that I am setting up as a wallpaper.
I am a photographer that likes to show my clients the work I do. It's handy to have one of my photographs as the lock screen and wallpaper.

Sep 18, 2013 2:59 PM in response to BucknBby hablondi,I just turned of the Parallax Effect and my wallpapers have returned to normal.
See this article for how to do it:

Edited to add:
Just found this article on how to make your own parallax wallpapers. Hopefully this will work if you do not want to turn the effect off.

Sep 18, 2013 3:23 PM in response to BucknBby doctorLAW101,I was able to rectify the larger picture by just resetting it as my wallpaper again. The thing is you have to take a few extra steps that are easy to miss:
1. Go to photo you wish to use
2. In the bottom left corner of the screen, click the blue box that has an up arrow coming out of it (you will see a check mark in the bottom right corner of the photo)
3. Click "next" at the top right of the screen
4. Scoll the menu and select "use as wallpaper"
5. Click "next" at the top right of the screen again
6. Move and Scale
7. Click "set" and choose appropriate action.
Hope that helps.

Sep 18, 2013 3:40 PM in response to BucknBby Edward Conde,I turned off the Parallax Effect. Still not the same as in iOS6 but a little better I guess.. I wish there was a way to lowering the opacity of the folder and doc colors...

Sep 18, 2013 3:55 PM in response to doctorLAW101by harmajo,Not working for me on iPad. I can't rescale the image to a smaller size such that the image content fits like it used to. :(
-
Sep 18, 2013 3:58 PM in response to doctorLAW101by hablondi,No - that didn't do it for me. This is what I have been doing and it still cuts off the edges of my pic by making it larger. Are you sure that your whole image is on the screen. I am trying to use a wallpaper with a quote on it and I am losing half of the quote.

Sep 18, 2013 4:02 PM in response to hablondiby harmajo,I really think this is a bug. My picture that I want to use is huge and so much of it is cut off without the ability to rescale like we used to be able to do.
Hopefully Apple sends out a fix soon.

Sep 18, 2013 4:23 PM in response to BucknBby redrider17,Same issue here. I cannot scale the size of selected photos for lock screen wallpaper. Gotta be a bug. Turning off the parallax effect does not fix the problem.
