I've now downloaded iOS 7 now on my iPhone 4s but when I'm trying to install it, it says "Software Update is not available at this time. Try again later". What does that mean?

I updated iTunes, restarted the computer, downloaded iOS7 and started to install. My iPhone is giving me the screen that says to hook it up to iTunes, but stops there. What can I do?
